Four arrested in three Naperville, Illinois prostitution stings

An undercover investigation by Naperville, Illinois law enforcement has led to the arrest last Thursday of four people allegedly involved in prostitution. The stings came after police received tips that people were using websites like Craigslist and Backpage.com to sell sexual performances in Naperville hotels. 

Patricia H. Scoleri of Naperville was arrested after an unidentified neighbor observed consistently suspicious activity at Scoleri’s home. Traffic was unusually heavy and consisted mostly of luxury cars in an otherwise quiet, middle-class neighborhood. Also, the visitors were mainly middle-aged men, and an odd string of lavender-colored lights were hung on the front window.

Police say Scoleri worked alone. She was arrested at 2 p.m. local time (2000 UTC) and is charged with violation of anti-prostitution laws, anti-cannabis laws, and the Massage Licensing Act. She apparently has four children, but the Illinois Department of Children and Family Services has neither contacted her nor received a police report on her.

The second sting occurred at 5:30 p.m the same day (2330 UTC) and resulted in the arrest of Chicago resident Tonya M. Adams. She is charged with prostitution and driving without a license. Another sting about an hour later resulted in the arrests of Jessica M. Walley, a Skokie resident, and Mark A. Williams, a self-admitted Schaumburg gang member. “Walley was charged with prostitution and unlawful possession of cannabis. Williams was charged with pimping, obstructing a peace officer, driving with a suspended license and driving without insurance,” reports WBBM News Radio 780.

All four suspects are free, having paid the required ten percent of their $1,000 bail. They may face additional charges related to crack cocaine discovered during the police investigation. Arraignment is scheduled for next month at the DuPage County Circuit Courthouse in Wheaton.

Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

New promotional events set for Disney’s “Phineas and Ferb’s Christmas Vacation”

Further promotional and release plans have been announced by The Walt Disney Company‘s new special, “Phineas and Ferb’s Christmas Vacation,” from the company’s cartoon comedy Phineas and Ferb. According to the company’s press release site (Disney XD Medianet), on November 27, Disney will stream the seven musical numbers, performed by the show’s cast and the band Big Bad Voodoo Daddy, that will be showcased in the special on its public radio network Radio Disney. iTunes will then follow by making the songs available for download.

The official special is scheduled to air the following week, on December 6, on the company’s cable network Disney XD with a repeat immediately following it. The proceeding day, Disney Channel SVOD, Disney XD VOD, Disney XD Mobile, iTunes, and Xbox Live Marketplace will release the episode for digital retail. On December 11, fellow Disney network Disney Channel will broadcast the special following a six-hour marathon of the series; the next day, Disney Channel and Disney XD’s websites will release the special for viewing. On December 18, ABC Family will air the episode as part of its month-long event “25 Days of Christmas.” Finally, to help the special’s promotion, costumers dressed as the show’s characters will perform on December 25, 2009, in the “Disney Parks Christmas Day Parade” which will be broadcast on the ABC Television Network.

Disney also confirmed that actors Clancy Brown, Malcolm McDowell, Jane Carr, Mathew Horne, and Bruce MacKinnon will each guest star in the special.

Heavy snow fall disrupts UK transportation and communications

The heaviest snow to fall for 6 years has caused transport problems in some parts of the United Kingdom, especially in London, where it was the heaviest snow for 18 years. It was caused by cold air travelling westwards towards the British Isles from Poland and Russia. As showers moved across the North Sea towards the east coast of Britain, it fell as snow. Throughout Monday, weather fronts pushed in from the south east in Belgium and France towards the South East of Britain. The weather fronts pushed their way further north and westwards.

Almost a foot (30cm) of snow has fallen in the south-east of England, halting train and bus services and making driving treacherous. Flights to and from London’s Heathrow and City airports and the outer London Gatwick and Stansted airports are suffering delays and cancellations. In some affected areas, the majority of schools have been closed.

The centre of London, which usually sees no snow at all most years, has around 4″ (10cm) of laying snow, whilst Kent, Sussex and Surrey have up to 10″ (25cm). The snow reduces further north but has still disrupted travel, with England’s Highways Agency advising against car journeys unless essential. The agency had 500 gritters clearing main roads during the night and 600 motorway patrols out in the morning. Stretches of motorway and main road have been blocked by jack-knifed lorries or closed as a pre-emptive measure.

The snow caused disruption to British transport websites, with National Rail Enquiries, Transport for London and South West Trains websites all brought down by heavy traffic. The Highways Agency’s site was also unavailable and returned with interactive features turned off. People calling and texting during the abortive rush hour jammed the mobile telephone networks. Mobile network ‘3‘ said it had seen “a very steep jump in the number of picture message sent across the network” whilst T-Mobile UK reported 73% more calls, 21% more texts and 20% more broadband bandwidth being used than usual.

The Met Office has a severe weather warning in place for England, Wales and parts of Scotland, with further snow expected across the country later in the week.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Internet through electrical power network introduced in Bucharest

Tuesday, March 22, 2005Between 10 to 15 of Bucharest’s 61 Unirii Boulevard residents will be able to connect to the Internet through their power lines. Starting from May of this year, a trial was organised by Electrica Muntenia Sud, the electricity company of Bucharest and Southern Romania.

The technology, known as Power Line Communications (PLC), enables the transmission of broadband Internet and fixed line telephony data through the existing electrical power network. The technology, in use by 13,000 people in 30 countries throughout the world, is considered very advantageous due to its high speeds and low cost. It uses infrastructure that is already available in most people’s homes.

Once the Unirii Boulevard trial concludes, and if it is successful, Electrica Muntenia Sud will roll-out the PLC Internet plan to the mass market. It is expected to be embraced by Romanians because its data transfer speed of 5Mps is available for a monthly subscription fee of less than 15 euro.

Bucharest is the first city in Southeastern Europe to trial such innovative technology.
