Obama responds to criticism over medical marijuana raids

In a Rolling Stone magazine interview on Wednesday, United States President Barack Obama responded to recent backlash over his alleged policy shift on medical marijuana.

In January 2004, then-Illinois Senator Obama said, “The war on drugs has been an utter failure. We need to rethink and decriminalize our nation’s marijuana laws.” Since he took office as president, over 170 raids have been conducted on medical marijuana facilities across the U.S.

In the U.S. certain states have voted to allow for the use of marijuana for medical purposes, although it is still illegal to possess and consume under federal law. This has led to the recent raids and seizures on dispensaries by authorities with the federal government.

“What I specifically said was that we were not going to prioritize prosecutions of persons who are using medical marijuana,” President Obama said. “I never made a commitment that somehow we were going to give carte blanche to large-scale producers and operators of marijuana – and the reason is, because it’s against federal law. I can’t nullify congressional law.”

On April 2, the Internal Revenue Service (IRS) and Drug Enforcement Agency (DEA) raided Oaksterdam University in Oakland, California. Oaksterdam provides courses in which students can learn about the horticulture and business aspects of the medical marijuana industry, but does not distribute marijuana. Authorities confiscated marijuana plants, records, computers and seized bank accounts held by that department of the university.

“In many respects [the raids in California] are not a surprise considering that these dispensaries and cultivation centers are in violation of federal law, and always have been.” said Allen St. Pierre, executive director of the National Organization for the Reform of Marijuana Laws (NORML). Along with the advocates at NORML, multiple lawmakers have written letters to President Obama criticizing his alleged shift on policy. The lawmakers have also called for the federal government to allow states to regulate themselves.

While medical marijuana is legal in California, as well as sixteen other states including Washington D.C., the Controlled Substances Act classifies marijuana as an illegal substance. UN Secretary General Annan cleared of influencing oil-for-food contracts by Volcker report

Wednesday, March 30, 2005UN Secretary General Kofi Annan has been cleared of wrongdoing in an investigation of charges that he influenced the UN to award aid-screening contracts in Iraq to Swiss company Cotecna Inspection Services, which employed his son Kojo Annan. The investigation was led by former US Federal Reserve Chairman Paul Volcker, who said that the investigation initiated by Kofi Annan should instead have been referred to UN’s independent watchdog agency. The report issued was called by the secretary general a “second interim report” in his statement reported in the New Zealand Herald. The commission will issue its final report in the northern hemisphere summer of 2005.

While Kofi Annan was exonerated, two of his staff members, Iqbal Riza and Dileep Nair, were criticized by the report. Riza allegedly shredded documents related to the contracts under investigation after the secretary general ordered that they be retained. The New York Times said that Nair was “faulted for appointing a person to a high-level post with oil-for-food responsibilities who did almost no work on the program”.

According to the New York Times, the Secretary General said “I am deeply saddened by the evidence to the contrary that has emerged, and particularly by the fact that my son had failed to cooperate fully with the inquiry”. The Guardian reports that Annan’s son concealed from his father the fact that Cotecna continued to pay him for 6 years after “he left Cotecna in 1998”. It was not clear from the Guardian report why Cotecna was paying Kojo Annan if he had indeed left the company.

Asked whether he planned to step down as Secretary General, as called for by US Republican Senator Norm Coleman, among others, Kofi Annan responded, “Hell, no!” according to Ewen MacAskill of the Guardian, as well as an unattributed Sydney Morning Herald article. Senator Coleman continued to press forward with his criticism of Annan and calls for his resignation despite the report’s findings.

There are few organizations in the United States that elicit a stronger emotional response than the American Civil Liberties Union, whose stated goal is “to defend and preserve the individual rights and liberties guaranteed to every person in this country by the Constitution and laws of the United States”. The ACLU’s philosophy is not that it agrees or disagrees with any of these people and the choices that they make, but that they have personal liberties that must not be trampled upon.

Perhaps the area where they are most misunderstood or have their beliefs most misrepresented is their feelings about religion in the public sphere. The ACLU categorically does not want to see religion disappear from schools or in the public forum; but they do not want to see government advocacy of any particular religion. Thus, former Alabama Chief Justice Roy Moore’s placement of a ten ton monument to the Ten Commandments outside the courthouse is strenuously opposed; but “Lone Ranger of the Manger” Rita Warren’s placement of nativity scenes in public parks is vigorously defended. In the interview, Strossen talks about how certain politicians and televangelists purposefully misstate the law and the ACLU’s work in order to raise funds for their campaigns.

David Shankbone’s discussion with Strossen touches upon many of the ACLU’s hot button issues: religion, Second Amendment rights, drug liberalization, “partial-birth abortion” and whether or not George W. Bush should be impeached. Polls held for US state and local elections, with incomplete GOP success

Voters went to the polls on Tuesday for several US state elections seen by some as a referendum on the policies of President Barack Obama one year after his election (and by others as a purely local election). A few key races in the elections are in states the president carried last year.

In Virginia, results indicated that Republican candidate Bob McDonnell won over Democrat Creigh Deeds in the governor’s race. Polls suggested that many independent voters in the state who last year voted for Obama supported McDonnell.

Another race being closely watched was in New Jersey, normally a safe Democratic area. The New Jersey State Assembly remained Democratic, but the Republican challenger won the governorship. Democratic Governor Jon Corzine was competing with Republican challenger Chris Christie.

Obama has campaigned for both Democratic candidates, trying to avoid a result that Republicans would interpret as a rejection of his policies on the economy, health care and other issues.

Political analysts say Republican victories in both New Jersey and Virginia would energize the Obama administration’s opponents and set up a major battle for control of Congress in the 2010 midterm elections.

Elsewhere in the country, a closely watched special congressional election in upstate New York has exposed tensions between moderates and conservatives within the Republican party. A Democrat apparently won that seat, which the Republican candidate supported after retiring from the race.

In New York City, Mayor Michael Bloomberg is expected to easily win a third term in office. (He won, but by a closer margin than expected.) Mayoral races also are on the ballot in the cities of Atlanta, Houston, Boston, Detroit and Pittsburgh.

In a number of states, the public will vote on controversial issues such as legalized gambling, same-sex marriage (which lost) and allowing marijuana use for medical reasons (which won).

U.S. Senate passes landmark health care reform bill

The United States Senate has approved a hard-fought measure to overhaul the health care system. The vote will be followed by the difficult process of reconciling the Senate-passed bill with one approved by the House of Representatives, in order to get a final measure to President Barack Obama.

“The yeas are 60, the nays are 39. H.R. 3590 as amended, the Patient Protection and Affordable Care Act is passed,” Vice President Joe Biden announced. Senator Jim Bunning of Kentucky did not show up for the vote leading to the 39 nays. Mike Reynard, a spokesman for Bunning, said in an e-mail that “The senator had family commitments.”

The vice president presided over the Senate at the time of the vote in his role as President of the United States Senate.

As expected, Republicans voted against the bill while all Democrats and two Independents, Joe Lieberman of Connecticut and Bernie Sanders of Vermont, voted for it.

At an estimated $87 billion, the measure would expand health insurance coverage to about 30 million more Americans currently without it, and create new private insurance marketplaces, or exchanges, to expand choice.

And, like the slightly more expensive measure passed by the House of Representatives, the Affordable Health Care for America Act, it would end a practice by private insurance companies of denying coverage to individuals with existing health problems.

Both the Senate and House measures would require nearly all Americans to purchase some form of insurance, while lower-income Americans would receive help from federal government subsidies.

This is a victory because we have affirmed that the ability to live a healthy life in our great country is a right and not merely a privilege for the select few.

In remarks before the vote, Senate Majority Leader Harry Reid, Democrat from Nevada, said opponents had done everything they could to prevent the vote from taking place.

Speaking to reporters, Reid and others hailed the vote as a victory and a major step toward providing millions more Americans with access to health care. “This is a victory because we have affirmed that the ability to live a healthy life in our great country is a right and not merely a privilege for the select few,” Reid said.

Reid and others including Robert Byrd, the 92-year-old Democrat from West Virginia, paid tribute to Senator Edward Kennedy, who died this past August after spending decades of his career in the Senate pursuing health care reform.

When casting his vote Byrd said, “Mr. President, this is for my friend Ted Kennedy. Aye.”

Victoria Reggie Kennedy, the widow of Senator Kennedy, watched the proceedings from the Senate visitor’s gallery, as did Representative John Dingell, Democrat from Michigan, who has been a long time advocate of health care reform and who sponsored and introduced the House version of the health care reform bill.

In the final hours of debate on the Senate bill, Republicans asserted it would be ineffective and add sharply to the U.S. budget deficit.

Mr. President, this is for my friend Ted Kennedy. Aye.

Senator Jeff Sessions, Republican from Alabama said of the bill, “This legislation may have a great vision, it may have a great idea about trying to make the system work better. But it does not. These are huge costs [and] it’s not financially sound.”

Senate Minority Leader Mitch McConnell vowed to defeat the bill when the Senate reconvenes in January saying, “This fight is not over. This fight is long from over. My colleagues and I will work to stop this bill from becoming law.”

Senator Olympia Snowe, a moderate Republican from Maine who helped approved the Senate Finance Committee’s version of health care reform, the America’s Healthy Future Act, earlier in the year and who remarked she may not vote on the final bill, said, “I was extremely disappointed,” noting that when the Democrats reached their needed 60 votes to overcome a filibuster, “there was zero opportunity to amend the bill or modify it, and Democrats had no incentive to reach across the aisle.”

Ahead are difficult negotiations with the House of Representatives to craft a final bill President Obama would sign into law. These talks, which will formally get under way early in the new year, will take place amid anger among many liberal House Democrats the Senate bill failed to contain a government-run public health insurance option.

This fight is not over. This fight is long from over. My colleagues and I will work to stop this bill from becoming law.

Members of the House Progressive Caucus have vowed to fight to keep this public option in any final legislation that emerges, along with other provisions they say are needed to protect lower and middle-income Americans and hold insurance companies accountable.

In a statement, the Democratic chairmen of three key House committees said while there are clear differences between House and Senate bills, both will bring fundamental health care coverage to millions who are currently uninsured.

Obama administration officials have been quoted as saying they anticipate negotiations on a final bill would not be complete until after the President’s State of the Union Address in January, and could slip even later into the new year.

If passed, this will be the most important piece of social policy since the Social Security Act in the 1930s, and the most important reform of our health care system since Medicare passed in the 1960s.

President Obama issued a statement to the press in the State Dining Room in the White House saying that the vote is “legislation that brings us toward the end of a nearly century-long struggle to reform America’s health care system.”

He also pointed out the bill’s strengths, noting, “The reform bill that passed the Senate this morning, like the House bill, includes the toughest measures ever taken to hold the insurance industry accountable. Insurance companies will no longer be able to deny you coverage on the basis of a preexisting condition. They will no longer be able to drop your coverage when you get sick. No longer will you have to pay unlimited amounts out of your own pocket for the treatments you need. And you’ll be able to appeal unfair decisions by insurance companies to an independent party.”

He also noted how historic the bill is, saying, “If passed, this will be the most important piece of social policy since the Social Security Act in the 1930s, and the most important reform of our health care system since Medicare passed in the 1960s.”

Obama noted the potential social impact, saying, “It’s the impact reform will have on Americans who no longer have to go without a checkup or prescriptions that they need because they can’t afford them; on families who no longer have to worry that a single illness will send them into financial ruin; and on businesses that will no longer face exorbitant insurance rates that hamper their competitiveness.”

Obama afterwards made phone calls to various Senators and other people, including Victoria Kennedy and David Turner of Little Rock, Arkansas. Mr. Turner had his health insurance rescinded in January of last year, after his insurance company went back into his record and alleged that he failed to disclose his full medical record at the time he applied for coverage. Turner was First Lady Michelle Obama’s guest during her husband’s speech to a joint session of Congress on health care reform back in September.

Speeches of Canada’s PM Stephen Harper rank as top-downloaded podcasts

Prime Minister Stephen Harper is currently at the top of charts for iTunes. The PM tops the list of the most downloaded podcasts at the on-line iTunes music store.

The Harper podcasts are speeches, rather than songs. Since April 4 the speeches can be downloaded for free. While the speeches are available on the Tory party‘s website, putting them on iTunes has reverberated through cyberspace.

“Refusing to speak to the media, refusing to answer the tough question, but releasing canned speeches? What country is this? China? iTunes should be ashamed of distributing state-sponsored propaganda,” wrote the Devil’s Advocate.

But some people think that Harper has an idea. People say that they would probably download Harper.

The Prime Minister’s Office said that they do not spend a dime on the podcasts, which are simply computer files of the speeches. An official said the Prime Minister’s Office records all the speeches for the archives and then only has to flip a copy to iTunes. “We recognize the fact that the media environment is changing and we want to find ways to communicate directly with Canadians,” said a PMO (Prime Minister’s Office) official.

“Politicians are historically quick to ride new media. He said the Tories under John Diefenbaker were the first to exploit television in Canadian politics.” said University of Ottawa political historian Michael Behiels. “This is part and parcel of having brought in a younger generation of business-oriented Conservatives,” he said. “The Conservatives are leading the way the other parties will soon have to catch up.”

MSNBC projects that the Democrats now control 234 seats in the House of Representatives, 16 more seats than the 218 needed to control the House of Representatives as all 435 seats were up for election. In the Senate, where the balance of power is closer, one-third of all seats were up for grab. As of 10:00 p.m. EST, AP and Reuters were projecting that the Democrats had picked up all six seats they needed to retake the Senate, including the seats of incumbents Rick Santorum (Penn.), Lincoln Chafee (R.I.), Jim Talent (Missouri), Mike DeWine (Ohio), John Tester (Montana), and Jim Webb (VA). The Tester victory by less than 3,000 votes was projected at approximately 2 p.m. EST after the State of Montana announced the results of overnight recounts. Democrat Jim Webb has prevailed in that race by slightly more than 7,000 votes, though his opponent has not conceded and a recount may still occur.
