Australian health workers to close intensive care units in Victoria next week

Members of Australia’s Health Services Union (HSU) will go on strike in Victoria next week in a dispute over stalled wage and career structure negotiations. Over 5000 physiotherapists, speech pathologists and radiation therapists will walk off the job next week, effectively closing the state’s 68 largest health services.

The strike will force the closure of intensive care units and emergency departments across the state.

It is feared the strike could continue into Easter.

National secretary of the HSU, Kathy Jackson said admissions would be crippled, while intensive care patients would have to be evacuated to New South Wales, Tasmania and South Australia as hospitals will not be able to perform tests or administer treatment.

“When an ambulance shows up you can’t admit a patient without an X-ray being available, you can’t intubate them and you can’t operate on them,” she said.

“If something goes wrong in an ICU you need to be able to X-ray, use nuclear medicine or any diagnostic procedure,” said Ms Jackson.

Ms Jackson said the HSU offered arbitration last year, but the state government refused. “They’re not interested in settling disputes, they hope that we are just going to go away.”

“We’re not going away, we’ve gone back and balloted the whole public health workforce in Victoria, those ballots were successful, 97 percent approval rating,” she said.

The HSU is urging the government to commence serious negotiations to resolve the dispute before industrial action commenced.

The government has offered the union a 3.25 per cent pay increase, in line with other public sector workers but the union has demanded more, but stopped short of specifying a figure.

Victorian Premier John Brumby said the claim would be settled according to the government’s wages policy. “The Government is always willing and wanting to sit down and negotiate with the relevant organisations . . . we have a wages policy based around an increase of 3.25 per cent and, above that, productivity offset,” he told parliament.

The union claims it is also arguing against a lack of career structure, which has caused many professionals to leave the health service. Ms Jackson said wages and career structures in Victoria were behind other states.

Victorian Opposition Leader Ted Baillieu said he was not in support of the proposed strike and called on the government to meet with unions. “There could not be a more serious threat to our health system than has been announced today.”

“We now have to do whatever is possible to stop this strike from proceeding,” he said.

The opposition leader will meet with the union at 11:30 AM today.

Victorian Hospitals Industry Association industrial relations services manager Simon Chant said hospitals were looking at the possible impact and warned that patients may have to be evacuated interstate if the strike goes ahead.

Food with cancer-causing dye recalled in Britain

The British Food Standards Agency (FSA) has announced a recall of foods containing banned dyes which increase the risk of cancer. The food products were sold at the Tesco, Waitrose, and Somerfield supermarkets.

A Bristol company called “Barts Spices” found the illegal Para Red substance in their Barts Ground Paprika, which was sold in 48g and 46g jars with a “Co-op” label. The batch codes on the affected products are 5032 and 5089 (expiration Dec 2007), and 5075 (expiration February 2007).

Tesco also found that their 130g package of BBQ rice cakes (expiration November and December 2005) contained both Para Red and Sudan I.

“It would be very prudent to assume that it could be a genotoxic carcinogen,” FSA scientific advisers told reporters.

“As a company committed to supplying only the very finest quality food ingredients, we took the immediate decision to withdraw our ground paprika spice from all outlets selling the product and advertised a product recall in the national press,” a Barts Spices spokesman said in a statement.

Sudan I is only authorized for industrial use to colorize petroleum products, such as shoe polish. Para Red and Sudan I are banned under the British Colours in Food Regulations of 1995.

Britain last went through a major food recall in February, when Worcester Sauce was found to contain chili powder dyed with Sudan 1.

Venezuela opens granite processing facility in Bolívar

Venezuela’s government has opened a granite processing plant in the state of Bolívar, with the intention of providing about 25% of the granite required nationwide.

Ricardo Menéndez, vice president of the Productive Economic Area, said Venezuelan President Hugo Chávez has yearned for the creation of this project to empower Venezuelan construction. Granito Bolívar is reportedly the most modern Venezuelan granite plant, not consuming community water or electricity, and is also the largest, with a daily capacity to supply enough material for use in construction of about 820 houses.

For the construction of the plant, supplied by 23 quarries, the government of Bolívar provided about 30 million bolívares (US$4.7 million) and the national government €2.3 million (US$3 million). Bolívar reportedly has reserves of about 40,000 million tons of red, black, pink and white granite, sufficient for domestic demand for 200 years.

Ricky Hatton regains IBF light welterweight title

Ricky “The Hitman” Hatton regained the IBF light welterweight title belt he relinquished less than 12 months ago when he defeated Juan Urango in Las Vegas, Nevada tonight.

“The Hitman” won by unanimous decision, as the fight went to 12 rounds. Despite early match odds suggesting Hatton would dominate the fight, this was not the case. Each round was close, but most pundits and judges alike agreed that Urango only won 1 of the 12 rounds, with Hatton taking the other 11.

Despite the unfamiliar confines of Las Vegas, Hatton looked touched by the ringing of football fan-like chants, familiar in British boxing, that rang around the arena, as more than half of it was filled by traveling support from across the atlantic.

Many in the UK will hope Hatton has ended the “curse” that has seen names such as Frank Bruno, Naseem Hamed, Barry McGuigan and others fall short while headlining fights on “The Strip”.

From here, it is widely believed “The Hitman” will move on to fight Jose Luis Castillo in June, again likely in Vegas.

New drug from lizard’s saliva

A chemical part of the saliva of a poisonous lizard, the Gila monster, has become an integral partner in the control of Type 2 diabetes. The U.S. Food and Drug Administration has approved its use for people who have not achieved adequate control of their diabetes with oral medications.

Byetta, or exenatide, is produced by Amylin Pharmaceuticals. It is injected before eating morning and evening meals as part of a combination treatment with oral drugs. The FDA said it could be approved as a stand-alone treatment if the drug companies can support such use with data.

Eli Lilly & Co. was the development partner in creation of the drug.

“With Byetta’s demonstrated effects on blood sugar and its safety profile, physicians and patients now have a new approach to fight the growing diabetes epidemic,” said Sidney Taurel, CEO of Lilly.

Can you answer the question what is coaching? or, like thousands of others are you just confused? Coaching is a fast growing industry with thousands of people training to become coaches each year and even more people paying for the services of coaches. But with this coaching explosion has also come confusionnot least confusion as to what coaching really is, how it differs from other interventions such as mentoring or counseling and how it can actually benefit you or your organisations.

There are many definitions of coaching however there is a common theme around helping individuals improve either themselves or what they do and helping them reach their full potential. The term coaching was originally associated with sports coaching where sports people have employed coaches to help them improve their performance. The terms coaching however has more latterly has been applied to the development of leaders (leadership coaching), senior personnel within organisations (executive coaching), people who want to develop their business (business coaching), people who want to develop their confidence (confidence coaching) and people who want to address all aspects of their life (life coaching)to name but a few.

The other consensus seems to be that by using the services of a good coach you can achieve results far quicker than if you go it alone.

Beyond these commonalities there is a wide variance as to how coaching can actually help. Some of the ways in which coaching can benefit you include increasing your self-awareness, developing specific skills, increasing your confidence, helping you gaining clarity of thought about a situation or problem, developing your creative thinking and exploring options, initiating and accelerating action, creating a safe and confidential place in which to share your thoughts and feelings with a trusted individual or providing you with an impartial sounding board.

Some coaches specialise in particular areas, others help clients across a broad spectrum.

Directive versus non-directive coaching

Some of the biggest debates centre around whether true coaching involves giving advice. Some argue ferociously that coaching is strictly about helping the client find their own solutions for moving forward with the coaches role being one of asking intuitive and powerful questions. This is a hugely empowering process which recognizes that the client has the answers within and their full resourcefulness is released by the skill of the coach asking the right questions. When this approach is taken coaches dont necessarily need to have experience in the area in which they are coaching and often it is an advantage if coaches dont as they may be less inclined to offer their own opinions.

Others argue that a client does not always have the answers and coaching necessitates guidance through imparting of suggestions, ideas, advice and tools. The implication here is that a coach need to have knowledge or experience specific to the person they are coaching. A more directive approach is often taken by many business coaches.

Instead of arguing about which is true coaching it is perhaps better to accept that both approaches are forms of coaching, the former being termed non-directive coaching and the latter directive coaching. Each has its place and advantages. For example sports coaching, which used to be solely about the coach imparting their own skills and experience to develop the player, increasingly nowadays many top sports people also have non-directive coaches (who may not technically be experienced in that particular sport) who through their skillful questioning can help them develop their skills and well as help them work on their psychology and motivation.

Coaching versus Mentoring

Another area of confusion is the difference between coaching and mentoring and unfortunately there are no definitive cut and dried definitions accepted by all. In the UK increasingly coaching tends to be associated more with a non-directive approach to developing people where as most people think of mentoring as being the development of people through the passing on of knowledge and experience by a mentor. In the States the opposite seems to apply although increasingly coaching is being recognized as a non-directive relationship. There are also various academic writers who also consider additional dimensions such as the duration of the relationship and the nature of the area to be developed in forming their definition.

Coaching versus Counseling (or therapy)

Finally lets just consider the differences between coaching and counseling (or therapy). Whilst there are certainly similarities between counseling and non-directive coaching in terms of the skills involved (a focus on questioning and listening versus telling) and the intentions ultimately the same (to help you move forward) the approaches are very different. Many forms of counseling (but not all) delve into the clients past, establishing reasons for the clients present state.

Coaching on the other hand doesnt touch the past and has no interest in the reasons why, instead focuses only on your present and future. Increasingly coaching is being used as a positive alternative to therapy, one example being the healing of relationship issues. However there are certain areas where counseling still seems to predominate where it is used to address deep-seated long term underlying issues and in the treatment of addictions.

Computer professionals celebrate 10th birthday of A.L.I.C.E.

More than 50 programmers, scientists, students, hobbyists and fans of the A.L.I.C.E. chat robot gathered in Guildford, U.K. on Friday to celebrate the tenth birthday of the award winning A.I. On hand was the founder the Loebner Prize, an annual Turing Test, designed to pick out the world’s most human computer according to an experiment laid out by the famous British mathematician Alan Turing more then 50 years ago. Along with A.L.I.C.E.’s chief programmer Dr. Richard S. Wallace, two other Loebner prize winners, Robby Garner and this year’s winner, Rollo Carpenter, also gave presentations, as did other finalists.

The University of Surrey venue was chosen, according to Dr. Wallace, not only because it was outside the U.S. (A.L.I.C.E.’s birthday fell on the Thanksgiving Day weekend holiday there, so he expected few people would attend a conference in America), but also because of its recently erected statue of Alan Turing, who posed the famous A. I. experiment which inspired much of the work on bots like A.L.I.C.E. University of Surrey Digital World Research Centre organizers Lynn and David Hamill were pleased to host the event because it encourages multi-disciplinary interaction, and because of the Centre’s interest in interaction between humans and computers.File:ALICE Birthday Cake.jpg

Dr. Wallace gave a keynote address outlining the history of A.L.I.C.E. and AIML. Many people commented on the fact the he seemed to have moved around a lot in the last ten years, having lived in New York, Pennsylvania, San Francisco, Maine, Amsterdam and Philadelphia, while working on the Alicebot project. The A.L.I.C.E. and AIML software is popular among chat robot enthusiats primarily because of its distribution under the GNU free software license. One of Dr. Wallace’s PowerPoint slides asked the question, “How do you make money from free software?” His answer: memberships, subscriptions, books, directories, syndicated ads, consulting, teaching, and something called the Superbot.

Rollo Carpenter gave a fascinating presentation on his learning bot Jabberwacky, reading from several sample conversations wherein the bot seemed amazingly humanlike. Unlike the free A.L.I.C.E. software, Carpenter uses a proprietary learning approach so that the bot actually mimics the personality of each individual chatter. The more people who chat with Jabberwacky, the better it becomes at this kind of mimicry.

In another interesting presentation, Dr. Hamill related present-day research on chat robots to earlier work on dialog analysis in telephone conversations. Phone calls have many similarities to the one-on-one chats that bots encounter on the web and in IM. Dr. Hamill also related our social expectations of bots to social class structure and how servants were expected to behave in Victorian England. He cited the famous Microsoft paperclip as the most egregius example of a bot that violated all the rules of a good servant’s behavior.

Bots have advanced a long way since philanthropist Hugh Loebner launched his controversial contest 15 years ago. His Turing Test contest, which offers an award of $100,000 for the first program to pass an “audio-visual” version of the game, also awards a bronze medal and $2000 every year for the “most human computer” according to a panel of judges. Huma Shah of the University of Westminster presented examples of bots used by large corporations to help sell furniture, provide the latest information about automotive products, and help customers open bank accounts. Several companies in the U.S. and Europe offer customized bot personalities for corporate web sites.

Even though Turing’s Test remains controversial, this group of enthusiastic developers seems determined to carry on the tradition and try to develop more and more human like chat bots.Hugh Loebner is dedicated to carry on his contest for the rest of his life, in spite of his critics. He hopes that a large enough constituency of winners will exist to keep the competition going well beyond his own lifetime. Dr. Wallace says, “Nobody has gotten rich from chat robots yet, but that doesn’t stop people from trying. There is such a thing as ‘bot fever’. For some people who meet a bot for the first time, it can pass the Turing Test for them, and they get very excited.”

Home destroyed by fire in Geneva, Florida

A mobile home in Seminole County, Florida burned down last night, leaving a man and his dog homeless. The cause of the blaze was determined as accidental.

Firefighters were alerted to a fire in a wooded area of Geneva at around 11 pm local time (0400 UTC) last night. By the time they reached the scene the house had already been destroyed and a brush fire had been started. It took them about two hours to extinguish the fire which engulfed the house and it took about 40 minutes to contain the brush fire. To combat the brush fire the Seminole fire department had to bring out equipment normally used to combat forest fires.

Firefighters were still on the scene up to eight hours later to ensure that the fire did not reignite. The man and his dog escaped from the house, however the man did sustain minor injuries. The Red Cross will assist the man with food, shelter and clothing for a few days.

A State Fire Marshal office investigator revealed that the fire was accidental and was caused by an unattended grill which ignited the house and subsequently the woods.
