More bones were discovered on Sunday, October 22 in manholes and utility areas on the site of the World Trade Center. The people are believed to have fallen victim to the September 11, 2001 attacks.

City and utility officials have already excavated about five underground areas, yielding at least 100 pieces of humanoid remains. Twelve more areas are expected to be excavated.

“They will go through every grain, every piece of material carefully, and sift through it,” said Deputy Mayor Ed Skyler, who is overseeing the recovery effort.

Skyler said the city will focus on finding remains before it reviews how the initial search was handled. He said construction at ground zero did not need to be halted to accommodate the search, but that officials would address the need if it arises. Mayor Bloomberg has also stated that construction would not be halted.

Gastric bypass surgery performed by remote control

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

UK clarifies foreign, domestic response to cost of living crisis

Wikinews received clarification earlier this month from the United Kingdom Department for Business, Energy and Industrial Strategy (BEIS) regarding the government’s response to the cost of living crisis following the Russian invasion of Ukraine.

The UK anticipated Russian action against Ukraine for several months, and has coordinated a response with NATO and the European Union. Many “swift retributive responses including an unprecedented package of sanctions” promised in January were imposed after the Russian invasion began in February.

They now include “financial, trade, aircraft, shipping and immigration sanctions” to urge Russia “to cease actions which destabilise Ukraine, or undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.” Most recently, it includes a commitment made by Business Secretary Kwasi Kwarteng Tuesday to phase out Russian oil and natural gas in the UK by the end of the year.

The announcement came the same day United States President Joe Biden announced a ban on imports of Russian oil, coal and gas.

However, a UK government spokesperson told Wikinews: “We cannot have a cliff-edge where oil and gas are abandoned overnight. Turning off the taps would put energy security, British jobs and industries at risk and we would be even more dependent on foreign imports.”

The European Commission was more cautious, planning to cut Union dependence on Russian imports by two-thirds this year, before ceasing altogether “well before 2030”. But whereas Russia supplies 40% of the EU’s natural gas, much of the UK’s energy is produced domestically.

The spokesperson contrasted the British situation with that of the EU: “Our single largest source of gas is from the UK Continental Shelf and the vast majority of imports come from reliable suppliers such as Norway.

“There are no gas pipelines directly linking the UK with Russia. Imports from Russia made up less than 4% of total UK gas supply in 2021.

“Ministers and officials continue to engage constructively and regularly with energy intensive industries and our priority is to ensure costs are managed and supplies of energy are maintained.”

A government FAQ published February 25 adds the UK has three liquefied natural gas (LNG) terminals, while Germany has none. The fact sheet urged “European countries on the continent reduce their reliance on Russian gas both through alternative supplies, including the global [LNG] market”.

A press release from Tuesday specifically named Vladimir Putin, Russia’s president, and called the invasion “illegal”. The spokesperson said: “We continue to monitor the impacts that Putin’s unprovoked invasion of Ukraine is having on the cost of living in the UK, so we keep our approach under review.”

The release asserted Russian oil “is already being ostracised by the market”. And in any case: “In a competitive global market for oil and petroleum products, demand can be met by alternative suppliers. We will work closely with international partners to ensure alternative supplies of fuel products.”

But high inflation, already associated with the rising cost of petrol, has seen prices rise in all key areas. Before the Russian invasion, the Bank of England forecast inflation to rise to about 7% in spring, from 5.4% last year. And economists cited by The Guardian reportedly project inflation to rise to almost 8% next month.

Consultancy firm The Centre for Economics and Business Research more than halved its growth expectations for 2022 from 4.2% to 1.9% Tuesday. The Institute for Fiscal Studies (IFS) has said the £9 billion package by Chancellor of the Exchequer Rishi Sunak “would now offset only about one fifth of the rise in household energy bills.”

The government spokesperson said: “We recognise the concerns people have about the cost of living, which is why we have set out a generous package of support worth around £21bn including a £150 council tax rebate from April and a further £200 energy bill discount in October – cutting energy bills quickly for the majority of households.”

They added: “We are already providing support to families worth around £20 [billion] this financial year and next, including cutting the Universal Credit taper to make sure work pays, freezing alcohol and fuel duties to keep costs down, and providing £9.1bn to support 27 million households with their energy bills.”

As hinted, all measures were introduced prior to the Russian invasion of Ukraine, which began on February 24.

On February 3, it was announced those in England in Council Tax bands A-D would get £150 off their council tax payments. It was also announced there would be a £200 discount on all Britons’ energy bills in autumn. The £200 would be repaid automatically over the next five years, which Leader of the Opposition Sir Keir Starmer likened to a loan.

During Prime Minister’s Questions (PMQs) Wednesday, he derided Sunak for proposing “a forced £200 loan for every household paid back in mandatory instalments”.

Prime Minister Boris Johnson defended the government for their £20 billion support package, calling the measures “unprecedented”. He added he plans to set “out an energy independence plan for this country in the course of the next few days to ensure that we undo some of the damage of previous decisions taken”.

Sunak announced changes to Universal Credit and the continued freeze of fuel levies during his autumn budget statement on October 27. The amount withheld workers making above the worker allowance threshold per pound was reduced from 63 pence to 55 pence. It follows the UK government’s cancellation of a Covid-19 uplift of £20 per week to Universal Credit in early October, which cut the income of six million claimants by £1040 per annum.

The fuel duty was frozen twelve years ago and has not been lifted since. It is estimated to save motorists £1900.

The statement also included a “radical simplification” of alcohol duties, reducing the taxable bands from fifteen to six and suspending a planned hike at a £3 billion loss to HM Treasury. This was encouraged by many organisations, including the British Beer and Pub Association.

Even so, the measures have been criticised as too meagre to address the reality of the situation. Ahead of Sunak’s spring statement slated for March 23, Conservative MPs have pressured the Chancellor to consider new measures. A source reportedly told The Guardian officials in HM Treasury are weighing options; publicly, they state “There’s only so much that can be done, and we’ve never seen oil prices where they are now.”

Analysts warned Britons from February 24 household gas and electricity bills could reach £3000 per year. The Office of Gas and Electricity Markets announced it would lift a cap on default energy tariffs by 54% to £1971 from April.

Though oil prices stabilised to below USD120 per barrel Wednesday, Brent Crude briefly reached a 2008 high of $147.50 per barrel and remain substantially higher from before the Russian invasion. To minimise the effect this will have on British consumers, Sir Keir pushed for nuclear power, renewable energy and home insulation at PMQs.

Johnson defended his record on renewables, calling the UK “the Saudi Arabia of wind power”. The UK spokesperson told Wikinews “It’s the right thing to do to move away from dependence on Russian oil and gas across Europe and this means looking at more nuclear and much more use of renewable energy.”

However: “Companies and skilled employees right across the UK’s gas sector are working to maximise production through this winter, helped by several small new wells and fields that have come online in recent months and edged production up.” The example Wikinews raised over the Abigail oil field in the North Sea, which was greenlit for development by an Israeli firm on February 2, was not addressed. At the time, the director of the Oil and Gas Authority told Sky News oil and gas will remain a source of British energy for decades.

The government spokesperson continued: “The issues we are facing are a result of high international gas prices rather than supply, and further UK oil and gas licensing is unlikely to have a major impact in the short term.”

The Labour Party has urged a windfall profits tax to be imposed on excess profits made by major fossil fuel companies, including BP and Shell plc. Both companies reported historic profits for 2021 in February. BP saw profits of $12.8 billion from -$5.7 billion in 2020, and Shell $19.3 billion from $4.85 billion in 2020.

After BP’s announcement, Shadow Chancellor of the Exchequer Rachel Reeves tweeted “The chancellor’s energy plans last week left families more worried than ever. It’s time for Labour’s plan for a one-off windfall tax on oil and gas producers to cut bills.” However, when pressed at PMQs, Johnson urged a “a sober, responsible approach.”. He said: “The net result of [a windfall tax] would be to see the oil companies put their prices up yet higher, and make it more difficult for them to [divest] from dependence on Russian oil and gas.”

The UK government spokesperson told Wikinews: “A windfall tax could deter £14 billion worth of opportunities awaiting investment, which would risk both security of our energy supply, as well as almost 200,000 jobs that rely on the industry.

“Oil and gas companies in the North Sea are already subject to a tax rate on their profits that is more than double those paid by other businesses. To date, the sector has contributed more than £375 billion in production taxes.

“We keep all taxes under review but we do not comment on speculation about tax changes.

“The UK Government places additional taxes on the extraction of oil and gas, with companies engaged in the production of oil and gas on the UK Continental Shelf subject to headline tax rates on their profits that are currently more than double those paid by other businesses. To date, the sector has paid more than £375 billion in production taxes.”

The government is also criticised for its plan to retrofit homes with poor insulation. In March last year, the government’s flagship green homes grant was scrapped, having only installed 5800 energy efficiency measures.

The government spokesperson responded: “We are investing almost £6.6 billion to support the installation of energy efficiency measures in low energy performance homes including older properties with low income home owners and tenants.

“The Heat and Buildings Strategy set out a comprehensive package of measures we are taking to kickstart the transition to low-carbon heat and build the market for heat pumps. This includes investment in a new £450 [million] Boiler Upgrade Scheme, the £950 [million] Home Upgrade Grant and the £60 [million] Heat Pump Ready research programme.”

Two dead in Michigan college shooting

Two people are dead at a Michigan, United States community college in what police are calling a murder-suicide on Friday, the Detroit Free Press reports.

The victims, a 28-year-old man and a 20-year-old woman, were found in the Fine Arts Building of Henry Ford Community College in Dearborn, Michigan.

The Free Press reports that the suspected gunman entered classroom F-111 with a shotgun, killed the female and then shot himself. The two were in the same theater class, but police have yet to determine if there was a further relationship between the two.

“The original call was some kind of assault … shots in the building,” Police Deputy Chief Gregg Brighton told the Free Press.

“Officers responded to the scene, were able to get a perimeter on the building,” Brighton said. “An entry team entered the south hallway … as they entered they heard another gunshot. Officers were able to enter one of the rooms, and discovered two deceased parties. We cleared the building.”

Dearborn police and campus police secured the crime scene after evacuating some students from the building. The Free Press also reports that four Michigan State Police detectives are assisting local authorities in the investigation.

The school was locked down for several hours shortly after a 911 call was received. The lockdown has now been lifted.

The school will be closed for the rest of the day and the school will be offering counseling services.

Organizing a school fete begins many months before the actual event, and its success will depend to a very large extent upon how thorough your preparations have been. The more planning and preparation then the smoother the fete should run. For that reason, the preparation is the first aspect of the event that we should discuss. First you need a committee.

The School Fete Committee Members

It is essential that you get a good committee together, comprising dedicated people whose major objective is for the fete to run smoothly. The qualities you should seek in your committee members are enthusiasm and motivation, free time and also experience in organizing school fetes.

Chief Committee Members

The principal school fete committee members should be selected on the basis of experience and ability: these are the Chairperson, the Secretary and the Treasurer. The chairperson will be responsible for maintaining order during meetings and could be somebody in a senior position in the school or the community who wants to help.

The secretary will be responsible for informing members of committee meeting dates and times, for taking minutes of meetings and for disseminating information to the other committee members that is relevant to their function.

The treasurer will look after the money: banking, accounts and making payments, but will not be solely responsible for fund raising. That should be the job of another member of the committee who should approach local businesses and so on for donations, and also organize fund raising events.

Then you will require members responsible for specific aspects of organizing a school fete, namely:

Much of this depends on the size, scope and location of your school fete, and facilities such as power and toilets might already be available. If not, then somebody must be made responsible for their sourcing, acquisition and maintenance. Power has to be paid for, and you will need a committee member responsible for addressing that problem.

Each committee member should be empowered, where appropriate, to form subcommittees of interested parents, children or members of the public to help them with their duties. Some of the duties in the above list are too expansive to be carried out effectively by just one person, but it is never a good idea to appoint more than one person. That can create a conflict of ideas, so only one should be appointed who can then lead their own self-appointed team.

Check on Local Regulations

You should check with your local authority whether or not they have specific regulations relating to school fetes. There might be specific safety regulations you have to observe, such as maximum numbers permitted to attend the event in a specific area, you might need a license and you might have to carry out a health and safety assessment before being granted that. Just check and make sure.

The Date of the Fete

The date is very important and should not, if possible, conflict with any other planned events. Do not, for example, plan your school fete during a test match, for the day of the Melbourne Cup, a Tri Nations game or on the Sunday of the Melbourne Grand Prix, particularly if these sporting events are televised.

Check with other schools when their fetes are to be, and just as important, inform them of the date you have chosen. Yours might not conflict with theirs, but they might be able to inform you of some other reason why your choice is not the best!

Book Equipment Early

If you intend having a bouncy castle, fairground rides or any other event or feature that has to be booked in advance, do so as soon as your date has been settled – but make sure that your date is cast in stone, because you can’t go around changing dates after booking portable toilets, entertainers, ice cream vans or carnival rides.

Also book the venue: don’t just assume that the field will be free on that day or that there will be ample car parking. In fact, a major aspect of organizing a school fete is getting everything together on the same day, at the right time and at the same place. That’s why you need so many committee members with one focusing on each of these.

Organization on the Day

Somebody will have to be made responsible for making sure that everything goes smoothly on the day. You can appoint a committee member for that, such as the secretary or chairman, or co-opt somebody just for that responsibility. Your MC for the day need not attend all committee meetings other than those leading up to the event, and should be selected just for that purpose.

You could also appoint your entertainment and sound committee member for the task, but they must be gregarious and extrovert and able to move around the area quickly. Some people responsible for organizing a school fete appoint two people for this job: one to look after the announcements and one responsible for the general organization of the school fete.

You will also need a responsible person that will take control in the event of an emergency, such as major accident or a panic. Panics can be cause by uncontrollable events such as bee swarms and fights. They do happen, so have somebody available to take charge, and make sure the entire committee knows who that is.

Publicity and Programs

Your advertising member should be responsible for press adverts (local or national), posters and leaflets around town and also for programs for the day. Bundles of leaflets can be left in shops, post offices, sport clubs, bars and so on, and posters displayed according to local regulations.

Local radio can be approached for a free advertising slot, and also community radio stations that broadcast to hospitals and care homes. You don’t expect the patients to get up and attend, but their visitors and the staff might hear the adverts! Every little helps.

The pupils should also be given leaflets to take home: each could promote one specific stall once they have been allocated, and a pupil could be allocated to that stall to drum up support for it on the day. If your school has a newsletter use that, and it is always a great idea to ask the children how they would promote it if they were responsible. Good educationally and practically!

This is where it is very important that the responsibilities of each committee member are made clear at the very first meeting. You want no arguments down the line about who is responsible for the posters and leaflets. The secretary or the advertising member? Who organizes the children on fete day? All these questions should have been resolved well before the event.

The program for the day should include a timetable of events and a map of the area if appropriate. Some school fetes can be extremely large covering several acres, and it may be appropriate to include a map with a program that can be handed to everybody entering – perhaps when they pay for entry? Check on the question of charging with the school.

Cleaning Up

Finally, make sure that the cleaning up afterwards is organized. You might have a committee member responsible for this, but you could get the children and parents involved to avoid the committee spending all evening bagging trash. Make sure there are plenty trash bins on site, and then it will simply be a matter of rounding them up, or making an arrangement with the local authority cleansing department.

Make all of these arrangements in advance, hold adequate committee meetings to make sure everything is progressing and you will find that organizing a school fete is not as difficult a job as you feared it might be.

Ten-year-old computer glitch prevents delivery of 1,380 Canadian health results

The Saskatoon Health Region in Saskatchewan, Canada recently discovered a fax machine problem which had not relayed almost 1,500 X-rays, Computed tomography (CT) and Magnetic resonance imaging (MRI) scans, ultrasounds, and other medical imaging test results to doctors.

The fax machine is part of the automated Radiology Information System. An audit revealed that medical diagnostic tests involving results dating back a decade have been affected by the broken fax machine.

On May 6, a doctor called the health region officials seeking follow up on a patient’s report. Staff who delved into it, found that the report was not sent from the system.

Now, two weeks later, this same patient has still not been contacted by the health region.

“It has taken some time to work with the patient’s physician. That was important — to get more information and more detail because we want that patient’s physician to be involved in the discussion with the patient,” Dr. David Poulin, vice-president of medical affairs for The Saskatoon Health Region, said. “This is a system error and that’s just what it was — an error. This doesn’t reflect in any way on the quality of work regional staff have done and continue to do.”

An internal review revealed that, of 2.2 million diagnostic tests performed, at least 1,380 had not been sent out by the malfunctioning fax machine.

The health region will embark on contacting each of the 1,380 patients and their physicians to make sure that the results have been received and if any health care was compromised.

Patients can also contact the health region via a newly set up hotline to make enquiries.

“We think it would actually be good practice if physician offices could have a system to check whether they have received important reports,” said Poulin, “The common practice appears to be in many doctors’ offices, particularly family physician offices, that they don’t respond to the report until it arrives. So, they basically are waiting for the report to arrive in their office by fax and it’s at that point that they look at it and decide what action to take.”

City Hospital, St. Paul’s Hospital and Royal University Hospital were the three city hospitals affected. Saskatoon has a population of roughly 233,923, and the hospitals also serve the surrounding rural areas.

Ironically the faulty fax machine was discovered the same week that provincial medical officials began to review approximately 70,000 radiology tests conducted in Yorkton. Officials there doubt the competence of the physician who first interpreted the radiology results.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

The Hebrew University of Jerusalem announced that it has uncovered the grave and tomb of King Herod, who ruled Judea for the Roman empire from circa 37 BCE. The Tomb was found at Herodium, 12 km south of Jerusalem.

An Australian female science student is in a serious but stable condition at the Royal Melbourne Hospital after being stabbed by another female student at La Trobe University this morning.

The victim, a 27-year-old behavioral science student, was stabbed several times in the chest by a masked female stranger in a toilet block outside the Bundoora campus library. Students quickly evacuated the library after seeing the victim running from the bathroom, screaming that she had been stabbed and leaving a trail of blood behind her. The 23-year-old attacker has been charged with attempted murder. Witnesses to the event are being offered councelling services.

President-elect of France, Nicolas Sarkozy was criticized for going on a luxury cruise in Malta with his family, right after winning the election on a platform that emphasized hard work.

“It sends a disastrous signal to the country, notably the 53 percent of French people who earn less than 800 euros a month and who voted for him,” said Patrick Menucci, former advisor to Ségolène Royal.

However, Sarkozy last week explained the reasons for taking what was supposed to an unpublicized retreat. He said he needed time to prepare himself for the heavy burden of state.

Attacks by Movement for the Emancipation of the Niger Delta (MEND) in Nigeria have reportedly forced Italian oil company Eni to shut down production of some 150 thousand barrels of oil per day.

“We intend to destroy between now and May 29 more pipes than we have destroyed in the last one year,” Jomo Gbomo (suspected to be a pseudonym), spokesperson for MEND, said in an e-mail.

Up to 25% of the usual production is said to have been lost last year.

At around 1am local time NATO forces came under attack from insurgents in Kandahar City, Afghanistan. During the battle one civilian was killed and another two were injured with conflicting reports as to who was to blame. First hand reports lay blame on the NATO troops however there has been no official confirmation either way as yet. The nationality of the NATO soldiers involved in the incident has not been released. Both NATO and the Afghan Police are investigating the civilian death and injuries.

The Associated Press states that 151 Afghan civilians have been killed in combat during the first 4 months of 2007, and that 51 of these died from NATO and/or US fire.

In Washington DC, Department of Energy Secretary Samuel Bodman announced the awarding of the Management & Operation (M&O) contract for Lawrence Livermore National Laboratory today in a press conference. The M&O contract was awarded to a consortium comprised of the University of California, Bechtel National, BWX Technologies, Washington Group International, and Battelle, to be known as Lawrence Livermore National Security (LLNS) LLC.

“Livermore National Laboratory is a critical part of our nuclear weapons complex and has been for the last 55 years,” Secretary Bodman said. “For the first time since the beginning of the laboratory a new contractor is coming to Livermore. We look forward to working with LLNS as Livermore continues its vital national security work.”
