In an attempt to speak with as many candidates as possible during the 2008 Canadian federal election, Wikinews has talked via email with John Kittredge. John is a candidate in Toronto, Ontario’s St. Paul riding, running under the Libertarian Party banner. Libertarians are a minor, registered political party; they are looking to earn their first ever seat in the House of Commons.

Incumbent Carolyn Bennett of the Liberals is running against Libertarian Kittridge, Conservative Heather Jewell, New Democrat Anita Agrawal, and Justin Erdman, a Green. Bennett was the Minister of Health under previous Prime Minister Paul Martin’s Liberal government. Since it was created in 1935, the riding has been batted about between the Liberals and the now defunct Progessive Conservative party.

The following is an interview with Mr. Kittridge, conducted via email. The interview has had very limited editing, to eliminate in-text mentions of website addresses, but is otherwise left exactly as sent to Wikinews.

Swaziland to receive financial bailout from South Africa

The small African nation of Swaziland will receive a financial bailout from neighbouring South Africa. The South African government agreed to a loan of 2.4 billion rand ($350 million) after several organisations including the International Monetary Fund (IMF) rejected King Mswati III’s request for a bailout.

King Mswati III released a statement about the bailout saying, “We are thankful and also appreciate the assistance we have received from South Africa. This shows that they are good neighbours.” He added “But it must be stressed that this is not a gift but a loan, which naturally should be repaid. This is why every Swazi must play his or her role by working hard wherever he is to ensure that the country gets back to its feet the soonest.”

The King has been criticized for living with 13 wives in luxury while the majority of his country lives in poverty.

Despite the South African government’s agreement, the bailout has been met with some concern. The opposition in South Africa said that the government should reject the loan as Swaziland is an “undemocratic state”. However, the government has said that the bailout would bring stability to the state and surrounding region.

The loan is expected to help Swaziland, which is going through a financial crisis. The nation has reportedly been unable to pay some of its civil servants and could not afford antiretroviral drugs to treat HIV. Swaziland has the highest rate of HIV infection in the world.

Earlier this year, the country saw a wave of protests and demonstrations related to the economic situation.

Elizabeth II annuls Fred Goodwin knighthood

Queen Elizabeth II, the British monarch, has today withdrawn and annulled a knighthood given to Fred Goodwin in 2004, heeding the advice given to her by a forfeiture committee. Goodwin is the former chief executive at the Royal Bank of Scotland Group (RBS) and was awarded his knighthood by the British government of the time for services to banking. The committee concluded “that widespread concerns about Fred Goodwin’s decision meant that the retention of a knighthood for services to banking could not be sustained.”

Goodwin was chief executive of RBS when they purchased ABN AMRO, a Netherlands bank, in 2007. The British government subsequently bailed out RBS for £45 billion, amidst the late-2000s financial crisis.

British prime minister David Cameron stated about the annulment: “The proper process has been followed and I think we’ve ended up with the right decision.” Cameron and Ed Miliband, UK Leader of the Opposition, both believed Goodwin’s knighthood should be removed. Miliband called it “the start of the change we need in our boardrooms.”

Liberal Democrat leader and Deputy PM Nick Clegg considered it to be the “right decision”. “[A]ppropriate” was the word George Osborne, Chancellor of the Exchequer used to describe it. “RBS came to symbolise everything that went wrong in the British economy in the last decade,” Osborne stated. Alex Salmond, First Minister of Scotland stated the title was given “for services to banking which could not therefore be sustained”, calling the decision “correct”.

Goodwin does not have the right to appeal against the decision, nor had the right to provide the forfeiture committee with any representations. The monarch holds sole responsibility for withdrawing all knighthoods; on this occasion Elizabeth II followed the advice of the committee, who decided to recommend the withdrawal to her. The Cabinet Office announced the advice had been given to the queen on the understanding that “Goodwin had brought the honours system in to disrepute”.

Speaking of the “exceptional case”, the committee explained: “In 2008, the government had to provide £20 billion of new equity to recapitalise RBS and ensure its survival and prevent the collapse of confidence in the British banking system. Subsequent increases in government capital have brought the total necessary injection of taxpayers’ money in RBS to £45.5 billion.” The committee understood that “Fred Goodwin was the dominant decision maker at RBS at the time.”

Until this announcement, criminal conviction and professional expulsion were the only causes for which individuals had their knighthoods revoked.

Global economy could lose up to 51 million jobs this year, says UN agency

The International Labor Organization (ILO), a branch of the United Nations concerned with labor and workers’ rights issues, issued a report Wednesday explaining how the global economic crisis could create a global employment crisis by the end of the year.

“By the end of 2008 working poverty, vulnerable employment and unemployment were beginning to rise as the effects of the slowdown spread,” the report states. “If the recession deepens in 2009, as many forecasters expect, the global jobs crisis will worsen sharply.” Even for those who keep their jobs, the report predicts that “earnings and other conditions of employment will deteriorate.”

In a worst-case scenario, the ILO says 51 million jobs could be lost in 2009, meaning that 7.1% of the world’s working population would be out of a job. In a more realistic scenario, the report foresees a loss of 30 million jobs, with a global unemployment rate of 6.5%. The unemployment rate has increased in recent years, from 5.7% in 2007 to an estimated 6% in 2008.

Even the report’s most optimistic scenario for this year, a loss of 18 million jobs at an unemployment rate of 6.1%, is not much different than the ILO’s October 2008 prediction of 20 million jobs lost this year due to the financial crisis.

The report warns that developing countries in South Asia and Subsaharan Africa will be harshly affected by the economic crisis. Although working poverty – defined as having daily wages of US$2 or less – is on an overall decline, these regions are still characterized by poor working conditions, low salaries, and an insecure job market. This will only worsen in 2009, according to the ILO.

“Taking into account that a wage and salary job in poor regions may still not ensure all the components of a decent job, it becomes understandable that only a minority of working people have a job that is well paid, respects their fundamental rights and ensures some security in case of job loss, personal or family illnesses, or other difficulties.” The report says that by the end of 2008, nearly 53% of workers around the world could be in “vulnerable employment”.

In terms of actual unemployment, however, developed countries are the ones most likely to be affected by the downturn, as they are more tied to the global financial system. The unemployment rate in the European Union and other developed economies increased by 0.7 percentage points in 2008, the largest increase of all regions. “Globalization combined with rapid technological advances is another challenge for labour markets in the region,” the ILO says. “It is important for workers and employers to be ready and able to adjust quickly to change and to stiffer competition.”

A wage and salary job in poor regions may still not ensure all the components of a decent job…

Still, the unemployment rate of 6.4% in these developed countries is far less than in North Africa and the Middle East, which had unemployment rates of 10.3% and 9.4% respectively. East Asia had the lowest unemployment rate of the regions at 3.8%.

The report urged global economies to take cooperative measures, including working with the United Nations, in order to stem the economic crisis. It also asks governments to address the “negative social consequences of globalization” by placing on emphasis an social justice-based programs targeted toward women, youth, and other “vulnerable groups”.

In particular, the ILO says governments should establish public infrastructure projects such as road construction, expand health insurance and unemployment benefits, and focus on the creation of green jobs when devising their stimulus plans. “When governments design fiscal stimulus packages, it is important that they consider employment-related goals, including explicit employment growth targets,” the report concluded.

“In the world, there remains a huge untapped labour potential, and economic growth and development could be much higher if everyone was given the chance of a decent job.”

President Bush tours Katrina affected region

President George W. Bush made a stop over in two of the worst hit cities by Hurricane Katrina today. His stops included New Orleans, Louisiana, and Bay St. Louis, Mississippi.

The president made small speeches in both cities, with references to the many problems that still exist due to a lack of housing, the slow pace of Small Business Administration Loans, problems with homeowners insurance payments and the urgent need for bridge rebuilding.

“People in faraway places like Washington, D.C., still hear you and care about you,” Bush said standing in a gymnasium at St. Stanislaus College in Bay St. Louis. “I recognize there’s some rough spots. We’re going to work to make them as smooth as possible.”

Bush also recognized and promised that his administration is learning the lessons of its “all-to-slow” and “much-criticized” response to Katrina. “Obviously the federal response in parts of this devastated area could have been a lot better. We want to know how to make them better. We want to make sure that when there is a catastrophe of any kind, this government, at the federal level, is capable of dealing with it in conjunction with the state and local governments.We want to know how to make it better,” Bush said during his speech. “I just want to assure you, we are, we are.”

Bush went on to praise the city’s success in getting the essential utilities, such as, water and electric “mostly” on-line. He also said that federal tax incentives will encourage businesses to create jobs and promised that the new levy system will make the city “both safer and more attractive for investment.” He also added that all those things will help New Orleans and the rest of the Gulf, back into a “shining part of the South.” He also said “New Orleans is a great place to have a convention” and a “heck of a place to bring your family.”

Bush promises that the federal government has allocated 85 billion dollars for reconstruction efforts, $25 billion of which has already been spent on mostly the effort to clean up the debris and provide temporary housing for citizens.

Hurricane Katrina struck the south central U.S. on late August 29, 2005.

Katrina first made landfall in Miami, Florida on August 25, 2005 as a category one hurricane resulting in dozens of deaths in South Florida and spawning several tornadoes.

Katrina then passed over Florida and headed into the Gulf of Mexico where it strengthened into a massive category 5 storm.

She then made her second landfall on the morning of August 29, 2005, near Buras-Triumph, Louisiana with winds at 125 MPH and a central pressure of 920 mbar, a strong Category 3 storm.

Katrina is quite possibly the strongest hurricane on record ever, but estimating the size of storms from before the 1960s (the pre-satellite era) is difficult to near impossible.

As of January 4, 2006, the confirmed death toll from Katrina stands at 1,386.

Demographers estimate of New Orleans’ 400,000 residents prior to Katrina only 25% have returned.

World Wrestling Entertainment heir Shane McMahon resigns from the company

Predicted heir to World Wrestling Entertainment Shane McMahon has announced he will leave the company on January 1, 2010. McMahon is the son of current owner Vincent K. McMahon and the current Executive Vice President of Global Media for the company. With the departure of Shane, it will be the first time that a male heir will not take over the company when Vince retires.

Shane announced his resignation on WWE.com earlier today saying, “It is with great sadness that I announce my resignation from the WWE, effective January 1, 2010.” He mentioned how he “never even considered a future outside the walls of the WWE.” He continued to thank his father and superstars of today and the past. According to Shane, he resigned because it was his “to pursue outside ventures.”

World Wrestling Entertainment released an official statement responding to Shane’s announcement. Current owner and Shane’s father Vince McMahon said, “Even though I am personally saddened by Shane’s decision to leave the company, I am proud of the enormous contributions he has made. He will unquestionably bring passion, commitment and extensive business experience to any endeavour he pursues.”

Shane was the fourth generation to World Wrestling Entertainment. He is the son of Vincent K. McMahon, the grandson of Vincent J. McMahon and the great-grandson of Jess McMahon. He has two sons who are considered the fifth generation.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Executives at small to mid-sized businesses that we have surveyed state that one of their top technology concerns continues to be security and privacy. Small to mid-sized businesses store vital data: client files, accounting records, corporate records, email communications, and more. Failing to back up this data or keep it secure can ruin a business.

Most small to mid-sized businesses have taken essential steps to consider security and privacy in all that they do. And still, they wonder if they are doing the right things. This article highlights the four biggest issues that small to mid-sized businesses face, and the simple steps they need to take to address these risks.

Risk #1: Data Backup and Storage. The costs of recreating lost data for a small to mid-sized business can be huge, both in terms of recovery and the cost to the firm’s public profile and image. For instance, a firm simply can’t afford to recreate three months of accounts receivable invoices.

Solution: It is crucial to have real-time, frequent backups and to confirm that data retrieval processes are working. Manual backups can be less expensive than automated backups, and equally reliable. At the same time, small to mid-sized businesses can’t overlook the process of retrieving backups. In fact, retrieving lost data often proves more risky than storing data in the first place, and is often overlooked by small to mid-sized businesses that focus more on data storage. It is essential to test retrieval of stored data on a regular basis.

Risk #2: Threats from internal sources. In the case of small to mid-sized businesses, threats from internal sources are often larger than threats from unknown hackers. We are aware of a number of cases of attempted fraud. For instance, an employee at one business managed to hack into escrow holding accounts, as well as private files containing owners private credit card numbers.

Solution: Only authorized users should be able to access vital data, a strict privacy and security policy should be in place, and businesses should be especially careful when adding and removing employees/users. Of course, most small to mid-sized businesses have created a network architecture with unique user names that is password driven. Unfortunately, we have found that many businesses have become complacent and sloppy with this type of system.

For instance, they share passwords or give each employee/partner the same password. Even businesses that do follow this system can go further by checking the log files on the servers and on applications, and by testing network security each time an employee comes or goes, to ensure that there has been no security breach.

Risk #3: Turnover of in-house technical resources. We have found small to mid-sized businesses experience turnover of their in-house technical resources every 12 to 18 months. Most of the time, these “technical” employees did not create written processes and procedures for security, or kept them inside their heads. Turnover of staff therefore can lead to decreased attention to privacy and security, and make a small to mid-sized businesses vulnerable.

Solution: Small to mid-sized businesses should have a formal, written procedure and set of standards in place for testing their system for breaches and risks. They should test their system regularly, and also check log files – especially during employee transitions. These standards and processes should have a life independent of any single employee.

Risk #4: Vendors, especially IT vendors. It is a secret in the IT world that many IT service providers create more security and privacy problems than they fix. That’s because they may lack good security procedures and, if they are vulnerable to hacking, so are their clients. Any vendor that connects to your systems can make you vulnerable to hackers.

Solution: Small to mid-sized businesses should screen all vendors, and especially IT vendors, to ensure that they have a secure infrastructure. Ask them how they connect to your computers in order to maintain security. Request their written policies and procedures about how they govern security and privacy. Find out how your security might be compromised if someone breaks into their system. Ask about how they recruit and screen their employees.

Conclusion: Don’t get complacent!

The solutions to privacy and security issues are technically straightforward. What is often lacking is a proactive, consistent approach to ensuring that security remains strong. In addition, it is challenging to find the right resources to be truly accountable for security and privacy. Due to turnover and other demands on their job, in-house technical resources are often not ideal candidates to handle these vital issues.

Conflicting demands on their time can lead to the appearance of security without actual compliance (e.g. passwords that people share; lack of written procedures and standards). When they leave, small to mid-sized businesses are vulnerable, often for some time. Meanwhile, many IT vendors lack the infrastructure and expertise to adequately secure small to mid-sized businesses firm’s vital data and applications. Small to mid-sized businesses must stay on top of Computer Security and privacy issues, and be sure that they follow a consistent set of policies and procedures.
