Six killed in Burundi church massacre

Rebels from the Hutu-extremist “Forces Nationales de Liberation” have shot dead six churchgoers in Muhuta district, Bujumbura-Rural, according to army spokesman Adolphe Manirakiza.

“The first criminal attack was committed in one church at Muhuta district where a group of FNL fighters fired in the church and killed six people including a pastor. They also injured seven others”, Manirakiza said.

He said the rebels shot dead a local government official and his brother and also kidnapped a policeman in the same district.

“We don’t know yet why these people were killed, they may be executed because they refused to adhere to the FNL ideology, as the area where they have been killed is an FNL stronghold.”

Some 300,000 people have been killed since the fighting began in 1993.

Fresh talks between the government and the FNL have raised hopes among diplomats that Burundi can finally lift one of its last big barriers to peace.

Its leader Agathon Rwasa and Burundi President, Domitien Ndayizeye signed on May 15 in Dar es Salaam, Tanzania, a cessation of hostilities deal seen as a significant step toward finally bringing the rebels into the peace process.

But the rebels and the army have clashed sporadically since the truce.

Japanese tsunami impacts California coastal town

The tsunami caused by Japan’s magnitude 8.9 quake on Friday destroyed the commercial fishing harbor of Crescent City, California, a coastal town still recovering from a devastating tsunami in 1964. Although most of the fishing boats were removed in advance, the 198 docking slips that the harbor had provided for boats, enabling the livelihoods of the fishing crews, were lost.

Harbormaster Richard Young said that the harbor is destroyed. “We’re facing not only physical but financial disaster,” he said during a briefing. “Our business activity came to a screeching halt yesterday, and that affects the entire community.” Councilwoman Kelly Schellong said, “This is going to have a trickle-down effect beyond the lost jobs.”

Crescent City’s unemployment rate was 13 percent before Friday’s tsunami destroyed its commerical fishing industry.

The 1964 tsunami that hit Crescent City killed 11, demolished the harbor and heavily damaged large portions of the business district. Although the city subsequently rebuilt, another tsunami again damaged the harbor in 2006. The city was in the midst of reconstructing the harbor when Friday’s tsunami hit. The harbor is surrounded by land and a breakwater built after the 1964 disaster. The tsunami’s huge waves entered through a small opening provided for the entrance and exit of boats.

Lori Dengler, director of the Humboldt Earthquake Education Center, says Friday’s tsunami was one of as many as 38 tsunamis to strike Crescent City within the last 78 years. She calls the city a “tsunami magnet” because of the topography of the ocean floor that contributes to its vulnerability. She also blames the breakwater built after the 1964 tsunami because it traps tsunami waves in the harbor, causing them to boil and churn.

A county supervisor found the view painful on Saturday as she surveyed the wreckage accompanied by state officials. She is hoping they will provide emergency assistance. “We don’t have the financial resources,” she said. “We need money. That’s what it takes to fix things…. Our poor little harbor.”

U.S. Supreme Court eases government ability to seize property

In a major decision, the Supreme Court of the United States has expanded the right of government to seize private property for public good by allowing the city of New London, Connecticut to invoke eminent domain and seize homeowners’ property for economic development reasons.

In a closely-divided decision, 5–4, the court determined that the city’s economic development plan constituted a “public use”, and therefore qualified under the U.S. Constitution’s fifth amendment’s Eminent Domain clause.

Justice John Paul Stevens wrote the majority decision, and was joined by Justices David H. Souter, Ruth Bader Ginsburg, Stephen G. Breyer and Anthony Kennedy. “Promoting economic development is a traditional and long accepted function of government,” Stevens wrote, and justified the decision further by saying municipal authorities are better positioned to make decisions regarding a community’s best interests than judges.

Writing the dissenting opinion, Justice Sandra Day O’Connor rejected the economic justification as a public use, pointing out that wealthy individuals are more capable of defending themselves and so are less at risk. But the greatest issue was the likelihood of abuse of eminent domain:

“The specter of condemnation hangs over all property. Nothing is to prevent the state from replacing any Motel 6 with a Ritz-Carlton, any home with a shopping mall or any farm with a factory.” A separate dissent was also included written by Justice Clarence Thomas.

Gastric sleeve surgery or vertical gastrectomy is one of the newer types of bariatric surgery. During this surgery a surgeon removes around 85% of the stomach so that it takes the shape of a tube or a sleeve. This procedure is performed laparoscopically meaning that there are numerous tiny incisions as opposed to one large incision. A viewing tube is inserted into one of these incisions to remove a part of the stomach. The stomach that is left is sealed and closed with staples. Baby dies after being found abandoned behind shop in Gwent, Wales

According to an announcement from Gwent Police, a baby boy has died after being found abandoned behind a convenience store in Gwent, Wales. The boy, who has not yet been identified, was found behind a Spar convenience store in the town of Cwmcarn at 1815 GMT on Tuesday. The baby was found to be wrapped in a towel which was in a plastic shopping bag. Bystanders who were walking past the scene mistakenly believed that the bag had been unintentionally left there by a person who had visited the gym that is located next to the store.

A 14-year-old boy, who is the son of the man who owns the convenience store, then examinied the bag and discovered the baby. He made a phone call to the emergency services, however, when the baby was taken to Royal Gwent Hospital, it was pronounced dead on arrival. The baby was younger than one day old at the time of his death. A post-mortem examination proved to be indeterminate. Gwent Police have now launched an investigation to try and determine the identity of the baby’s mother.

Gursewak Singh, the father of the person who discovered the baby and the owner of the shop, explained: “We asked friends and colleagues what the bag was doing there, but it didn’t belong to anyone. A boy who works with us said it was just a towel in there and he didn’t open it. In the evening I went out to it and opened it, only saw a towel on top and didn’t look thoroughly. I just thought it was clothes underneath and didn’t want to root through them. I picked it up and hanged it on the gatepost so someone walking by might see it and recognise it as theirs. At about six o’clock there was a power cut and my 14-year-old son went out and picked up the bag and opened it and saw a little head in there. He called his uncle and said: ‘It’s not clothes, come and look’. They came over and saw the baby in there.” Singh commented that this incident “was shocking. We were all devastated. I wish we had checked earlier. If we had gone through the bag we could have made a difference. I’m worried what sort of condition the person who left the bag is in. We are so concerned about her. Other people saw the bag, but nobody thought about it. There could be a baby still alive. I wish we had checked straight away.”

Gwent Police member Superintendent John Burley stated about this case: “We are extremely concerned about the health and wellbeing of the mother of the baby and are appealing for her to come forward to receive any medical treatment she may require. This is a tragic incident which will sadden the local community and our priority at the moment is finding the mother of the baby. I would appeal to anyone who may have been in the vicinity of the Spar store on Thursday morning or afternoon who may be able to offer any information to assist our inquiry.”

In an attempt to speak with as many candidates as possible during the 2008 Canadian federal election, Wikinews has talked via email with John Kittredge. John is a candidate in Toronto, Ontario’s St. Paul riding, running under the Libertarian Party banner. Libertarians are a minor, registered political party; they are looking to earn their first ever seat in the House of Commons.

Incumbent Carolyn Bennett of the Liberals is running against Libertarian Kittridge, Conservative Heather Jewell, New Democrat Anita Agrawal, and Justin Erdman, a Green. Bennett was the Minister of Health under previous Prime Minister Paul Martin’s Liberal government. Since it was created in 1935, the riding has been batted about between the Liberals and the now defunct Progessive Conservative party.

Swaziland to receive financial bailout from South Africa

The small African nation of Swaziland will receive a financial bailout from neighbouring South Africa. The South African government agreed to a loan of 2.4 billion rand ($350 million) after several organisations including the International Monetary Fund (IMF) rejected King Mswati III’s request for a bailout.

King Mswati III released a statement about the bailout saying, “We are thankful and also appreciate the assistance we have received from South Africa. This shows that they are good neighbours.” He added “But it must be stressed that this is not a gift but a loan, which naturally should be repaid. This is why every Swazi must play his or her role by working hard wherever he is to ensure that the country gets back to its feet the soonest.”

The King has been criticized for living with 13 wives in luxury while the majority of his country lives in poverty.

Despite the South African government’s agreement, the bailout has been met with some concern. The opposition in South Africa said that the government should reject the loan as Swaziland is an “undemocratic state”. However, the government has said that the bailout would bring stability to the state and surrounding region.

The loan is expected to help Swaziland, which is going through a financial crisis. The nation has reportedly been unable to pay some of its civil servants and could not afford antiretroviral drugs to treat HIV. Swaziland has the highest rate of HIV infection in the world.

Earlier this year, the country saw a wave of protests and demonstrations related to the economic situation.

Elizabeth II annuls Fred Goodwin knighthood

Queen Elizabeth II, the British monarch, has today withdrawn and annulled a knighthood given to Fred Goodwin in 2004, heeding the advice given to her by a forfeiture committee. Goodwin is the former chief executive at the Royal Bank of Scotland Group (RBS) and was awarded his knighthood by the British government of the time for services to banking. The committee concluded “that widespread concerns about Fred Goodwin’s decision meant that the retention of a knighthood for services to banking could not be sustained.”

Goodwin was chief executive of RBS when they purchased ABN AMRO, a Netherlands bank, in 2007. The British government subsequently bailed out RBS for £45 billion, amidst the late-2000s financial crisis.

British prime minister David Cameron stated about the annulment: “The proper process has been followed and I think we’ve ended up with the right decision.” Cameron and Ed Miliband, UK Leader of the Opposition, both believed Goodwin’s knighthood should be removed. Miliband called it “the start of the change we need in our boardrooms.”

Liberal Democrat leader and Deputy PM Nick Clegg considered it to be the “right decision”. “[A]ppropriate” was the word George Osborne, Chancellor of the Exchequer used to describe it. “RBS came to symbolise everything that went wrong in the British economy in the last decade,” Osborne stated. Alex Salmond, First Minister of Scotland stated the title was given “for services to banking which could not therefore be sustained”, calling the decision “correct”.

Goodwin does not have the right to appeal against the decision, nor had the right to provide the forfeiture committee with any representations. The monarch holds sole responsibility for withdrawing all knighthoods; on this occasion Elizabeth II followed the advice of the committee, who decided to recommend the withdrawal to her. The Cabinet Office announced the advice had been given to the queen on the understanding that “Goodwin had brought the honours system in to disrepute”.

Speaking of the “exceptional case”, the committee explained: “In 2008, the government had to provide £20 billion of new equity to recapitalise RBS and ensure its survival and prevent the collapse of confidence in the British banking system. Subsequent increases in government capital have brought the total necessary injection of taxpayers’ money in RBS to £45.5 billion.” The committee understood that “Fred Goodwin was the dominant decision maker at RBS at the time.”

Until this announcement, criminal conviction and professional expulsion were the only causes for which individuals had their knighthoods revoked.

Global economy could lose up to 51 million jobs this year, says UN agency

The International Labor Organization (ILO), a branch of the United Nations concerned with labor and workers’ rights issues, issued a report Wednesday explaining how the global economic crisis could create a global employment crisis by the end of the year.

“By the end of 2008 working poverty, vulnerable employment and unemployment were beginning to rise as the effects of the slowdown spread,” the report states. “If the recession deepens in 2009, as many forecasters expect, the global jobs crisis will worsen sharply.” Even for those who keep their jobs, the report predicts that “earnings and other conditions of employment will deteriorate.”

In a worst-case scenario, the ILO says 51 million jobs could be lost in 2009, meaning that 7.1% of the world’s working population would be out of a job. In a more realistic scenario, the report foresees a loss of 30 million jobs, with a global unemployment rate of 6.5%. The unemployment rate has increased in recent years, from 5.7% in 2007 to an estimated 6% in 2008.

Even the report’s most optimistic scenario for this year, a loss of 18 million jobs at an unemployment rate of 6.1%, is not much different than the ILO’s October 2008 prediction of 20 million jobs lost this year due to the financial crisis.

The report warns that developing countries in South Asia and Subsaharan Africa will be harshly affected by the economic crisis. Although working poverty – defined as having daily wages of US$2 or less – is on an overall decline, these regions are still characterized by poor working conditions, low salaries, and an insecure job market. This will only worsen in 2009, according to the ILO.

“Taking into account that a wage and salary job in poor regions may still not ensure all the components of a decent job, it becomes understandable that only a minority of working people have a job that is well paid, respects their fundamental rights and ensures some security in case of job loss, personal or family illnesses, or other difficulties.” The report says that by the end of 2008, nearly 53% of workers around the world could be in “vulnerable employment”.

In terms of actual unemployment, however, developed countries are the ones most likely to be affected by the downturn, as they are more tied to the global financial system. The unemployment rate in the European Union and other developed economies increased by 0.7 percentage points in 2008, the largest increase of all regions. “Globalization combined with rapid technological advances is another challenge for labour markets in the region,” the ILO says. “It is important for workers and employers to be ready and able to adjust quickly to change and to stiffer competition.”

Still, the unemployment rate of 6.4% in these developed countries is far less than in North Africa and the Middle East, which had unemployment rates of 10.3% and 9.4% respectively. East Asia had the lowest unemployment rate of the regions at 3.8%.

The report urged global economies to take cooperative measures, including working with the United Nations, in order to stem the economic crisis. It also asks governments to address the “negative social consequences of globalization” by placing on emphasis an social justice-based programs targeted toward women, youth, and other “vulnerable groups”.

In particular, the ILO says governments should establish public infrastructure projects such as road construction, expand health insurance and unemployment benefits, and focus on the creation of green jobs when devising their stimulus plans. “When governments design fiscal stimulus packages, it is important that they consider employment-related goals, including explicit employment growth targets,” the report concluded.

“In the world, there remains a huge untapped labour potential, and economic growth and development could be much higher if everyone was given the chance of a decent job.”
