Coinciding with Easter Sunday, Glasgow Cannabis Social Club’s annual 420 event was held on Glasgow Green, under sunny blue skies, and overlooking the river Clyde. Despite the city’s council attempting to revoke permission for the gathering at the last minute, police were happy for it to go-ahead with approximately a dozen officers attending in high-visibility vests.

The Daily Record reported five arrests were made for minor offences, likely smoking and possession of small quantities of cannabis. Taking a less-sensational — and more accurate — line of reporting, the Monday edition of Glasgow’s Evening News stated five were referred to the Procurator Fiscal who is responsible for deciding if charges should be brought.

Official figures provided by the police were that 150 attended. With people coming and going, Wikinews reporters estimated upwards of 200 attended, compared to nearly 700 who had signed up for the event on Facebook. Hemp goods were advertised and on sale at the event, and some attendees were seen drinking cannabis-themed energy drinks.

“I was searched and charged under the Misuse of Drugs Act (which is a lot of bollocks)” one attendee noted online, adding “not fair to happen on a brilliant day like it was, other than that I had a great day!” A second said they were openly smoking and ignored by police, who “were only really focusing on people who looked particularly young”.

Cannabis seeds were openly and legally sold at the event and a hydroponics supplier brought a motortrike towing an advertising trailer. Actually growing cannabis is, however, illegal in the UK.

With the event openly advocating the legalisation of cannabis, speakers put their arguments for this to a receptive crowd. Retired police officer James Duffy, of Law Enforcement Against Prohibition, spoke of the failed United States alcohol prohibition policy; stressing such policies needlessly bring people into contact with criminal elements. Highlighting other countries where legalisation has been implemented, he pointed out such led to lower crime, and lower drug use overall.

One speaker, who produced a bottle of cannabis oil he had received through the post, asserted this cured his prostate cancer. Others highlighted the current use of Sativex by the National Health Service, with a cost in-excess of £150 for a single bottle of GW Pharmaceuticals patented spray — as-compared to the oil shown to the crowd, with a manufacturing cost of approximately £10.

Similar ‘420’ pro-cannabis events were held globally.

If you ve seen a feature on payday loans in the media during the last few years there s a good chance that it was largely negative. As a result, public perception of the industry is equally unenthusiastic. However, is this bad reputation fully deserved?

The ethics of short-term lenders are often called into question because of the high interest rates that they charge. This criticism isn t without some basis either; however, it is often warped by misguided views of the actual cost of borrowing.

When you see an APR of 1,500% or more on any form of loan, it s completely natural to question why it s so high. After all, the current interest rate from the Bank of England stands at a mere 0.5% (correct as at February 2012), so how can lenders justify such a hike?

The truth is simply that APR isn t necessarily the most accurate measurement for payday loans, or indeed any form of short-term credit solution. Whilst it would be an exaggeration to claim that it is entirely misrepresentative, it perhaps doesn t give the clearest indication of the likely cost to a borrower.

For instance, if you were to take out a 1,000 loan for 12 months with your bank and they charged 10%, you would pay 100 in interest. However, if you were to take out a payday loan for 200 with an advertised rate of 1,500%, you wouldn t end up paying 3,000. In fact, you are far more likely to be charged nearer 50. Confused? Well, let me explain.

APR stands for Annual Percentage Rate, as such it reflects the amount charged over the course of a year. Unlike other forms of lending, payday loans are only available for restricted periods often a maximum of a month. Therefore, by applying a full year s worth of interest, it distorts the figure by a significant margin.

The 15 to 25% you re likely to be charged is still over and above most other forms of credit, but not by a huge amount. So perhaps interest isn t the big issue here?

Banks and other institutions have come in for a lot of criticism ever since the financial meltdown. However, this pales into insignificance compared with the payday loan industry. There are many who consider payday loan companies to be bottom feeders, taking advantage of the most desperate borrowers. But again, this something of a misguided perception.

Sure, there are some people who get into difficulties as a result of being unable to repay the loans, but this is true of almost any form of borrowing. Consumers default on mortgages, fail to pay off credit card debt and overlook personal loans all of the time. As a consequence, most will be charged a set amount and receive a black mark on their credit rating. The same is true with payday loans.

The only major difference is the fact that payday loans are charged either on a daily or monthly basis. As a result, charges and added interest can spiral out of control within just a few months, making it increasingly difficult to repay. This is why it is so important that borrowers understand what it is that they re signing up for before applying and don t take undue risks.

However, it is important to remember that for many people, payday loans offer the only realistic borrowing option. With banks unable or unwilling to help millions of consumers, they are forced to either miss payments on existing debt or source a payday loan. It might not be many people s preferred option; however, for some it is their only one. Does this mean that they are intrinsically bad?

Ireland, France, and the United States celebrate April Fools all day, whereas a few countries celebrate jokes only until noon such as the United Kingdom, Australia, New Zealand, Canada, and South Africa.

Car and Driver claimed that GM and Chrysler were ordered out of NASCAR by the White House by the end of 2009 in order to receive any more government loans. There are press releases about this short-lived prank which received controversial feedback.

The Swiss Tourism Board has announced that volunteers were desperately needed, The Association of Mountain Cleaners “makes sure that our holiday guests can always enjoy perfect mountains. Using brooms, brushes, water and muscle power, they clean the rocks of any bird droppings.”

The Conficker Internet worm had been in the news warning of a worst case scenario when computers worldwide would be affected by the virus. Even the chief security adviser for Microsoft, Ed Gibson, didn’t want to make any predictions about what would happen. Experts just knew that it was set to go off on April 1. Several anomalous happenings were attributed to Conficker including Leroy “Mac” MacElrie who claimed to be the programmer of the Conficker worm and turned himself in to police.

Hotels.com ran an advertisement offering hotel room bookings on the moon which would be offered on European websites starting at £800 a night.

Qualcomm ingeniously revealed a new wireless networking technology called wireless convergence. Making use of the flight patterns of pigeons. They then use innovative solutions to converge the birds with wolves to protect the internal improvements.

Media outlets were not the only ones pulling pranks. Gaming websites across the internet Blizzard, Joystiq, and affiliates posted reviews and announcements of games with tongue in cheek. YouTube offered viewers a unique April Fool’s experience as videos were offered upside down. Former Alberta premier Jim Prentice killed in plane crash

The former premier of the Canadian province of Alberta, Jim Prentice, was killed on Thursday night along with three other people after the plane they were traveling in crashed shortly after takeoff near Kelowna, British Columbia, en route to Calgary, Alberta.

The plane, a Cessna Citation, departed Kelowna at 9:32 p.m. before quickly disappearing from radar sight, according to a Transportation Safety Board official, Bill Yearwood. The National Post reported RCMP detachments in Kelowna and Lake Country were alerted to the loss of contact at 10:07 p.m. by Surrey Air Traffic Control Centre.

According to tracking site FlightAware, the plane’s last recorded data point showed it descending from an altitude of 4,800 feet at 2,200 feet per minute. The plane crashed 18 km (11 miles) north of Kelowna in a wooded are, where its wreckage was subsequently found by search crews. Local residents noted it was raining at the time, though without heavy storms.

On the accident, Bill Yearwood stated to CTV News, “It was during climb out from Kelowna that something went wrong obviously to cause the aircraft to descend and collide with terrain.”

Officials and family identified the other passengers on the plane as optometrist Ken Gellatly, father-in-law to one of Prentice’s daughters, and businessman Sheldon Dunphy Reid, who owned stock in the plane’s operator Norjet. Both men were from Calgary. The plane’s pilot was Jim Kruk, a friend of Prentice.

The Prentice family stated, “Words cannot begin to express our profound shock and heartbreak at the news that our beloved husband, father and grandfather, Jim, has died in this tragic event”. The statement also mentioned Gellatly, “also a very special man.” They noted, “To lose two family members at once is unbelievably painful and we are certain you will appreciate and respect our wishes for privacy at this time and the coming weeks”.

Prentice, 60, led Alberta as premier and leader of the Progressive Conservative Party from September 2014 to May 2015, until his government was toppled in a provincial election. Before ascending to the position, he served under the federal Conservative Party as a cabinet minister, first for Indian and Northern Affairs, then Industry, and finally the Environment. As news broke of his death, the country’s political leaders issued tributes to Prentice.

In a press conference in Lethbridge, Alberta, Justin Trudeau, the country’s Prime Minister, described Prentice as “a strong voice for the people of Alberta and for the people of Canada”, adding Prentice’s work used an “intelligent, honest and straightforward approach”. “I greatly enjoyed my interactions with Jim, time I spent working beside him, across from him in the House. And while we didn’t always share the same views, he was always incredibly kind and respectful to me, and I will miss him profoundly”.

Stephen Harper, Trudeau’s predecessor, under whose administration Prentice served, issued a statement on Twitter, “Laureen [Harper’s wife] and I were shocked and saddened to learn of the death of our friend and colleague Jim Prentice […] Jim was a family man, friend, leader, and most importantly, a proud Canadian. His legacy will live on through his loving family and decades of public service.”

Elizabeth May, leader of the Green Party of Canada, highlighted Prentice’s term of office as environment minister and his “genuine concern” for environmental protection: “My heart goes out to Jim’s wife, Karen, three daughters and grandchildren as they mourn this tragic loss”, saying the news of Prentice’s death left her “heartbroken”.

Tom Mulcair, leader of the federal NDP Party, noted that Prentice’s service to his country and province was carried out with “honour and respect”. “He possessed a love for politics and deep sense of public service that was universally admired. […] Today we all mourn this tragic loss.”

“He was deeply loved Alberta,” said Prentice’s successor Rachel Notley, who defeated Prentice in the previous election, following which Prentice resigned as leader of the Progressive Conservative party and as a member of Alberta’s Legislative Assembly. “I benefited from his advice”. “For Alberta, today is a day of sorrow in the face of terrible tragedy.” Notley’s father died in a plane crash.

Prentice’s death came months after another former Canadian cabinet minister died in a plane crash, Jean Lapierre. Lapierre, of the federal Liberal Party, died after his plane crashed on March 29 in Îles-de-la-Madeleine, Quebec.

90 days of hard labor for Abu Ghraib dog handler

Convicted on the first of June by a military jury for participating in prisoner abuse at Abu Ghraib, former sergeant Santos Cardona, 32, a dog handler in the United States Army, was today sentenced to ninety days of hard labour and demoted to the rank of specialist.

Cardona was charged and convicted on two counts: aggravated assault, for using a Belgian shepherd dog to threaten detainees with actions “likely to produce death or grievous bodily harm,” and for dereliction of duty in relation to this act. He was cleared of seven other charges.

Cardona faced up to three and a half years in prison on these charges, and despite the conviction his attourney has expressed relief at the sentence. He will not be held in confinement during the term of his sentence.

England’s elderly face human rights breaches in home care system

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

Price of crude oil reaches new record high

The price of oil per barrel has risen to a new all time high. During trading in Asia and in London, England the price of NYMEX Crude oil futures, per barrel, was at US$124.34 (22:07 eastern time) setting a new record high. Brent Crude oil also hit a new record high of US$122.84, but soon retreated to $121.79.

Several factors, including a weaker U.S. dollar and worries on the world supply, have caused the price of oil to skyrocket in the past week.

Despite worries, OPEC states that supply is currently meeting the current demands and there is currently no shortage of oil.

“There is clearly no shortage of oil in the market. OECD commercial oil stocks remain above the five-year average, with days of forward cover at a comfortable level of more than 53 days. US crude inventories, meanwhile, rose by almost six million barrels last week, which is a further indication that oil supplies are plentiful,” stated OPEC in a statement on its website.

British scholar Tony Judt dies aged 62

British historian Tony Judt died Friday of complications from amyotrophic lateral sclerosis (ALS) at the age of 62. Judt was known for his contributions to European history and his controversial position regarding the Israeli–Palestinian conflict.

Judt’s death was announced in a statement from New York University (NYU), where he was a professor. He died in his home in Manhattan, said the school. Judt is survived by his third wife, dance critic Jennifer Homans, and their two children, Nicholas and Daniel. Judt’s first two marriages both ended in a divorce.

Tony Robert Judt, a secular Jew, was born on January 2, 1948 in London, but spent much of his adult life in the United States. The descendant of Marxist Lithuanian rabbis, he was sent to a camp in Israel as a teenager, and became a Zionist. Later, he spoke at a Zionist convention in Paris and worked as a translator for the Israel Defense Forces in 1967, starting with the Six-Day War.

An alumnus of King’s College, he began teaching at NYU as Professor of European studies in 1987. Judt had previously taught at Cambridge, the University of California, and Oxford University.

Judt, also an author, became a Pulitzer Prize finalist for his 2005 book Postwar: A History of Europe Since 1945. The almost 900-page book covers the history of the development of Europe after World War II. He also wrote about topics such as the fall of Marxism and Communism.

In September 2008, Judt was diagnosed with ALS, commonly known as Lou Gehrig’s Disease. One form of motor neurone disease, ALS targets nerve cells and causes a loss of speech and movement abilities. Left paralyzed and unable to breathe without assistance, Judt continued to lecture. Earlier this year, Judt was able to write a group of personal essays for The New York Review of Books, in which he discussed the disease. “In contrast to almost every other serious or deadly disease, one is thus left free to contemplate at leisure and in minimal discomfort the catastrophic progress of one’s own deterioration,” he wrote. In 2009, Judt was the recipient of a special Orwell Prize, given to him for “intelligence, insight and conspicuous courage.”

Judt’s later views on Israel differed from those he had held as a teenager. In 1983, he called Israel a “belligerently intolerant, faith-driven ethno state,” opposing a two-state solution. Earlier this year, he wrote, “most Israelis were not transplanted latter-day agrarian socialists but young, prejudiced urban Jews who differed from their European or American counterparts chiefly in their macho, swaggering self-confidence, and access to armed weapons.” His stance on the topic was the subject of much controversy, even leading to his removal from the editorial committee for The New Republic.
